Abstract: Large organizations of all kinds face a challenge in effectively implementing Information Security policies across large networks. Traditionally, risk to availability (as opposed to confidentiality and integrity) drives the behavior of network administrators at telco providers and large user organizations. Increasingly, keeping the data riding over these networks secure and accurate is falling to network administrators. Often the enforcement mechanisms for policy, from crafting control measures to measuring compliance, are far removed organizationally and geographically from the organization's leaders and policy writers. This talk will use a case study from the US Military in Afghanistan to explore these challenges. This case study will review a large network under consistent cyber attack and physical disruption, and will offer examples of how large organizations can build cultures of compliance and participation among large and sometime unsophisticated user groups.
